（3）支持经济适用住房建设。房地产投资信托基金可以为经济适用住房提供贷款支持，使开发商在保证获得微利的同时能够确保建设资金来源。政府可以以此为条件，要求开发商提高房屋质量、加强配置设施建设。从政府角度看，基金支持经济适用住房建设可以取得利息收益，由于政府也有基金的股份，因此可以相应地取得利息收益，这样地方政府进行经济适用房建设的积极性就会提高。
（4）承担政策性的住房金融机构的职能。目前各地还没有政策性的住房金融机构，在实践中住房公积金管理中心承担着部分住房政策性金融功能，但是它难以实质性承担最后贷款风险。此外还没有直接面向中低收入家庭发放低息或无息贷款的、能起住房保障作用的金融机构。为了促进住房保障体系的建设，政府可以让其控股或参股的基金利用自身优势承担以上政策性住房金融功能。
3。 廉租房REITs（信托计划）运行架构的设计
结合REITs的特点和我国廉租房建设的实际，笔者设计了廉租房××市REITs（信托计划）的运行架构，如图8。1所示。

廉租房REITs（信托计划）运行的流程如下：
（1）政府与银行（信托）共同组建廉租房REITs或发行廉租房信托计划；
（2）住房保障机构负责廉租户标准的制定、廉租户的筛选、租金补贴的划转等；
（3）廉租房资产管理公司负责选择房源、租金收取和廉租房的日常管理；
（4）政府与银行（信托）共同决策所选房源；
（5）每年廉租户所交租金与政府补贴租金共同构成投资者当年收益。廉租房信托计划到期时，政府与银行（信托）共同按约定方式处置廉租房，返还投资者本金。
4。 政策建议
（1）积极支持房地产投资信托基金的试点。我国的产业基金已经进入试点阶段，房地产投资信托基金的试点也会在近期开始。各地政府应对这种基金形式采取鼓励和支持的态度，促进其试点和发展，充分发挥其推进房地产业和住房保障建设的作用。
（2）制定财政政策、税收优惠政策，刺激房地产投资信托基金参与住房保障建设。政府应制定财政政策鼓励基金参与住房保障建设，同时实行税收优惠政策，使其在支持住房保障建设的同时获得一定收益。
（3）建立相关的管理制度。房地产投资信托基金参与住房保障建设涉及许多内容，如政府控股或参股基金的方式、收益如何转换为住房保障资金、廉租房房租的差价如何补贴等等，都需要详细设计、制定相关的管理制度，以确保基金作用的发挥。
